INTRODUCTION In 1997 the Ministry of Housing, Spatial Planning and the Environment requested RIVM to develop an information system for policy monitoring. One of the motives was that the European Union requires that the competent authorities of each member state ensure that dose estimates due to practices involving exposure to ionising radiation are made as realistic as possible for the population as a whole and for reference groups in all places where such groups may occur [1].
